This year is a jubilee one for our country: we are celebrating the 30th anniversary of sacred independence of the Motherland – the first state in the world whose status of neutrality was recognised by the UN more than 25 years ago. By the decision of the UN General Assembly, the day the Turkmen state acquired this status – December 12 – is celebrated as the International Day of Neutrality. “The acquisition of the internationally recognised status of permanent neutrality by Turkmenistan has become the crucial, without exaggeration, historic event for our country,” President Gurbanguly Berdimuhamedov underlines. “It predetermined the course and content of the foreign policy of the Turkmen state and had a strong positive impact on the national development, the implementation of large-scale national plans in the economy and social sphere and the formation and strengthening of democratic institutions.”

Legal Reform in Action In Line with State Policy Priorities

In June this year, the Milli Gengesh of Turkmenistan adopted a package of laws and regulations. The laws were adopted in accordance with the new procedure after the formation of the bicameral parliament – Milli Gengesh. In accordance with the priorities of the policy of President Gurbanguly Berdimuhamedov and the comprehensive programme of the modernisation of the regulatory and legal framework of the country, the Mejlis of the Milli Gengesh developed and discussed the new laws at its 14th meeting on May 22 that was held via videoconference. In accordance with Article 18 of the Law “On the Milli Gengesh of Turkmenistan”, the laws developed and adopted by the Mejlis were submitted for approval by the Halk Maslahaty. On June 5, the Halk Maslahaty of the Milli Gengesh held its first meeting. Speaking at the meeting, the Deputy Chairman of the Halk Maslahaty of the Milli Gengesh and the heads of the Committees provided comments on each of the legislative documents. The laws were approved unanimously and enshrined in the Resolutions.

Textile industry: Key segment of economy

Promising Projects of Foreign Trade

In the modern history of the Turkmen state, drastic reforms are being implemented in the country on the initiative of President Gurbanguly Berdimuhamedov to enhance the economic strength and to improve the welfare of the people of our Motherland. The ultimate goals of the state strategy are to create an innovative, high-tech, competitive economy, to flood the domestic markets with the products meeting international standards and to increase the export potential of Turkmen economy. With the view to fulfil the tasks directly related to the rapid growth of Turkmen economy, the Foreign Trade Strategy of Turkmenistan for 2021–2030 was approved on February 12 this year. The successful implementation of the long-term and promising strategy opens up new frontiers of progressive growth for the economic sectors and contributes to improving the quality of the life of every citizen. The key aspects of this strategy include the improvement of the national legal framework to promote and significantly facilitate foreign trade, the development of agriculture, an increase in the share of services trade in the total foreign trade turnover, the promotion of production and exports and the enhancement of the competitiveness of national enterprises in foreign markets.

Moving along the Path of Progress

To bring domestic science to a qualitatively new, world level, to increase the efficiency of research and technological developments and to focus them on addressing the pressing issues of the life of the state and society are the main tasks set by the President before Turkmen scientists and the entire society. The priority areas of the development of Turkmen science include the protection of health of the Turkmen people that the leader of the nation views as a factor of national security and a strategic goal of the national health sector. Today, employees of the research centres, affiliated with the Ministry of Health and the Medical Industry and the Academy of Sciences, and the Research Centre at Myrat Garriyev State Medical University are developing this area of science.

Artificial intelligence for the benefit of society

Smart algorithms that make up artificial intelligence already determine contours of the future. Thus, many metropolises around the world are investing in becoming “smart” cities, using artificial intelligence for public benefit. This depends directly on the successful implementation and widespread use of digitalisation possibilities. In Turkmenistan, this process is carried out in accordance with the Programme of the President of Turkmenistan of the socioeconomic development of the country for 2019–2025, the Conception of the development of digital economy in Turkmenistan for 2019–2025 and the State Programme of the development of digital economy in Turkmenistan for 2021–2025. The implementation of major infrastructure projects, including creating “smart” cities, is of particular importance. These are the Ashgabat City and the new administrative centre of Ahal velayat. The construction of new modern cities signifies another important step along the way of successful realisation of the socioeconomic policy of the President of Turkmenistan, one of the key vectors of which is the creation of all conditions for a comfortable life.
