On June 23, within the framework of his working trip to the Lebap velayat, President Gurbanguly Berdimuhamedov took part in the celebrations on the occasion of the opening of the International Air Harbour in Kerki. During the ceremony, the Kerki International Airport was presented with an official ICAO document on the assignment of a four-letter UTAE location code and a Certificate of Conformity to International Standards issued by the Munich Airport International.

Legal Reform in Action In Line with State Policy Priorities

In June this year, the Milli Gengesh of Turkmenistan adopted a package of laws and regulations. The laws were adopted in accordance with the new procedure after the formation of the bicameral parliament – Milli Gengesh. In accordance with the priorities of the policy of President Gurbanguly Berdimuhamedov and the comprehensive programme of the modernisation of the regulatory and legal framework of the country, the Mejlis of the Milli Gengesh developed and discussed the new laws at its 14th meeting on May 22 that was held via videoconference. In accordance with Article 18 of the Law “On the Milli Gengesh of Turkmenistan”, the laws developed and adopted by the Mejlis were submitted for approval by the Halk Maslahaty. On June 5, the Halk Maslahaty of the Milli Gengesh held its first meeting. Speaking at the meeting, the Deputy Chairman of the Halk Maslahaty of the Milli Gengesh and the heads of the Committees provided comments on each of the legislative documents. The laws were approved unanimously and enshrined in the Resolutions.

Textile industry: Key segment of economy

Being one of the leading and dynamically developing industries, the textile industry of Turkmenistan plays an important role in the diversification of the Turkmen economy. Its growth is eloquently indicated by the annual increase in production volumes. The industry plays a significant role in solving state problems and meets the vital interests of all regions of the country. The Turkmen state sees full-scale and, most importantly, comprehensive processing of raw materials as one of its strategic tasks, which in turn puts forward a number of requirements for the current development of the country’s textile industry, a promising branch of the national economy. The policy of the esteemed President of Turkmenistan on industrialisation has made it possible to increase the competitiveness of our country at the international level, to attract new finance to large industrial projects. The further integration of the Turkmen economy into the world one is strengthening. The national leader pays great attention to the development of logistics and the country’s transit potential, which will allow the country to diversify its economy, to find new export routes and to enter new stages of industrialisation.

Promising Projects of Foreign Trade

In the modern history of the Turkmen state, drastic reforms are being implemented in the country on the initiative of President Gurbanguly Berdimuhamedov to enhance the economic strength and to improve the welfare of the people of our Motherland. The ultimate goals of the state strategy are to create an innovative, high-tech, competitive economy, to flood the domestic markets with the products meeting international standards and to increase the export potential of Turkmen economy. With the view to fulfil the tasks directly related to the rapid growth of Turkmen economy, the Foreign Trade Strategy of Turkmenistan for 2021–2030 was approved on February 12 this year. The successful implementation of the long-term and promising strategy opens up new frontiers of progressive growth for the economic sectors and contributes to improving the quality of the life of every citizen. The key aspects of this strategy include the improvement of the national legal framework to promote and significantly facilitate foreign trade, the development of agriculture, an increase in the share of services trade in the total foreign trade turnover, the promotion of production and exports and the enhancement of the competitiveness of national enterprises in foreign markets.

Moving along the Path of Progress

To bring domestic science to a qualitatively new, world level, to increase the efficiency of research and technological developments and to focus them on addressing the pressing issues of the life of the state and society are the main tasks set by the President before Turkmen scientists and the entire society. The priority areas of the development of Turkmen science include the protection of health of the Turkmen people that the leader of the nation views as a factor of national security and a strategic goal of the national health sector. Today, employees of the research centres, affiliated with the Ministry of Health and the Medical Industry and the Academy of Sciences, and the Research Centre at Myrat Garriyev State Medical University are developing this area of science.

Artificial intelligence for the benefit of society

Smart algorithms that make up artificial intelligence already determine contours of the future. Thus, many metropolises around the world are investing in becoming “smart” cities, using artificial intelligence for public benefit. This depends directly on the successful implementation and widespread use of digitalisation possibilities. In Turkmenistan, this process is carried out in accordance with the Programme of the President of Turkmenistan of the socioeconomic development of the country for 2019–2025, the Conception of the development of digital economy in Turkmenistan for 2019–2025 and the State Programme of the development of digital economy in Turkmenistan for 2021–2025. The implementation of major infrastructure projects, including creating “smart” cities, is of particular importance. These are the Ashgabat City and the new administrative centre of Ahal velayat. The construction of new modern cities signifies another important step along the way of successful realisation of the socioeconomic policy of the President of Turkmenistan, one of the key vectors of which is the creation of all conditions for a comfortable life.

An Ancient Decoration of National Costume

The largescale work is being done in the Era of Might and Happiness, under the leadership of our respected Arkadag, to thoroughly study, preserve and popularise the rich spiritual and material heritage of the Turkmen people. One of its aspects is a detailed study of ancient jewellery as indispensable elements of national costume, magnificent specimens of which are on display at the State Museum of the State Cultural Centre of Turkmenistan. They are exhibited together with unique items of the everyday life of the Turkmen people with a prominent place given to national clothes. These include the elements of one of the most interesting and ancient women’s headdresses in Western Turkmenistan, hasaba. The term comes from the Arabic word meaning “to promote fertility, productivity”. A showcase with this ancient headdress always attracts visitors who do not get tired of admiring the amazing works of Turkmen craftsmen. The headpiece consists of a high rigid frame covered with red silk, widening upward and flattened in front and behind. The framework of the hasaba is made of several layers of cotton fabric in the form of a cylinder. On the top, the frame is covered with a thin red silk fabric. The sanctuaries of Myane Baba and Myalik Baba have always been places of pilgrimage. Our group decided to visit those places, the ancient city of Abiverd and the mausoleum of Sandykly Baba. Early in the morning, a bus with tourists left the city, heading for Tejen. It was dark and quiet in the bus, many tourists were dozing, and the bus was driving us further and further away from home. We made our first stop in Dushak. Then we saw the familiar blue gate! A guide Abdurahman Eserov greeted us there and invited to the room, where members of the international expedition that had conducted archaeological excavations in the ancient city that had existed in the 11th century were depicted on the wall. The people from different nationalities, French, German, British, Italian, Chinese and Russian, worked there. Everything they found became exhibits of the State Museum of the State Cultural Centre of Turkmenistan.

Greenhouses Being Built

In March, a number of greenhouses, one of which belongs to the Altyn Gala Gurluşyk Individual Enterprise, located in Gerogly etrap, Dashoguz velayat, opened. The Turkmen leader attended the opening ceremonies. The new agricultural facility occupies 5 hectares of a 30-hectare area, which the enterprise received under lease from the state. The entire area is occupied by plantations of tomatoes of different varieties, and all the operations are computer aided, requiring eventual actions of an operator. Computer technology maintains climatic conditions, and 33 people, who have received jobs there, perform mechanical operations. In total, 75 large greenhouses that belong to the Union of Industrialists and Entrepreneurs of Turkmenistan operate throughout the country. These are 404 hectares “working” at full capacity to grow vegetables and greens all year round for the dastarhan of the Turkmen people. Another 193 similar facilities are at different stages of construction. Greenhouse farmers mainly grow tomatoes, cucumbers and sweet peppers.
