Festivities to Honour the Neutrality of Motherland

On December 12, President Serdar Berdimuhamedov attended a festive concert, marking the International Day of Neutrality, which enhanced the significance of the festive event. Obtaining the status of permanent neutrality has become a major historic event for independent Turkmenistan, marking its unwavering commitment to the policy of peace, good neighbourliness and cooperation with states and nations for global wellbeing, prosperity and progress. This year’s festive event that testifies to the triumph of the foreign policy of our country as a key factor in establishing a culture of peace in the region and on the planet is of special national and international significance.

Today, the country widely marks International Day of Neutrality and the 29th anniversary of obtaining of the status of permanent neutrality by Turkmenistan. The foreign policy laid by National Leader of the Turkmen people, Chairman of the Khalk Maslakhaty of Turkmenistan Hero-Arkadag and successfully realised today under the leadership of President Serdar Berdimuhamedov is aimed at strengthening of peace, mutual trust in the region and on the planet.

Path to Peace, Security and Progress

The UN General Assembly unanimously adopted Resolution 71/275 at its 71st session in February 2017, which proclaimed December 12 as the International Day of Neutrality. The initiative to establish this Day was put forward by the Hero-Arkadag at the International Conference “Policy of Neutrality: International Cooperation for Peace, Security and Development”, which was held in Ashgabat on December 12, 2015. The International Day of Neutrality is a significant event in the history of international relations, which illustrates the worldwide recognition of the important role of the policy of neutrality in maintaining peace and stability. The policy of neutrality, the Resolution states, is aimed at promoting the use of preventive diplomacy through the prevention of conflict, mediation, good offices, fact-finding missions, negotiations, the use of special envoys, informal consultations, peacebuilding and targeted development activities.

The Basis of Peace and Development

Our country is celebrating the forthcoming International Day of Neutrality in an atmosphere of peace and unity of the people in the implementation of the Presidential programmes. The key to all our great achievements is the wise and far-sighted policy of positive neutrality, pursued by the esteemed President Serdar Berdimuhamedov. This holiday is always celebrated widely and solemnly and serves as a good reason to once again demonstrate the successes of the peace-loving policy of our state. The International Day of Neutrality is as important for the Turkmen people and our state as Independence Day. Observing the status of a neutral state, our country clearly sees its prospects and confidently forms plans for the development of all spheres of the life of society and the state. Such a verified course allows the Turkmen people, under the leadership of Arkadagly Hero Serdar, to reach new heights in their socioeconomic development and look to the future with optimism.

Peculiarities of Neutrality status of the states

Permanent neutrality is the international legal status that has undertaken not to participate in any wars that are occurring or may occur in the future, and to refrain from actions that could involve such a state in war. In this regard, permanently neutral states do not take part in military-political alliances, building trust and cooperation between states. The legal confirmation of this status is the conclusion by the interested states of an appropriate international treaty with the participation in it of a state endowed with the status of permanent neutrality. The validity of such an agreement is not determined by any period — it is concluded for the entire future. According to its obligations, a permanently neutral state must comply with the rules of neutrality in the event of a military conflict between any states.

Today, the Turkmen people celebrate the International Day of Neutrality and the 28th anniversary of the adoption by the United Nations General Assembly of the Resolution on the permanent neutrality of Turkmenistan. This glorious holiday represents peace, stability, good friendly relations with all states, based on the principles of mutual respect and equal cooperation and, of course, the indestructible unity of the nation. Early in the morning, President Serdar Berdimuhamedov took part in a solemn ceremony of laying flowers at the Monument of Neutrality – a majestic memorial complex that personifies the Homeland’s unwavering commitment to the ideals of peace, creation and goodness.
