Peculiarities of Neutrality status of the states

Permanent neutrality is the international legal status that has undertaken not to participate in any wars that are occurring or may occur in the future, and to refrain from actions that could involve such a state in war. In this regard, permanently neutral states do not take part in military-political alliances, building trust and cooperation between states. The legal confirmation of this status is the conclusion by the interested states of an appropriate international treaty with the participation in it of a state endowed with the status of permanent neutrality. The validity of such an agreement is not determined by any period — it is concluded for the entire future. According to its obligations, a permanently neutral state must comply with the rules of neutrality in the event of a military conflict between any states.

Today, the Turkmen people celebrate the International Day of Neutrality and the 28th anniversary of the adoption by the United Nations General Assembly of the Resolution on the permanent neutrality of Turkmenistan. This glorious holiday represents peace, stability, good friendly relations with all states, based on the principles of mutual respect and equal cooperation and, of course, the indestructible unity of the nation. Early in the morning, President Serdar Berdimuhamedov took part in a solemn ceremony of laying flowers at the Monument of Neutrality – a majestic memorial complex that personifies the Homeland’s unwavering commitment to the ideals of peace, creation and goodness.

December 12 is Neutrality Day in Turkmenistan

The adoption of the special Resolution «Permanent Neutrality of Turkmenistan» 27 years ago with the unanimous support of 185 UN Member States was a major event that had a positive impact on the political life of the planet.

Neutrality is a Model of Creative Humanism

The inexhaustible sources of the creative way of life of our people are commitment to a non-violent way of resolving tense situations and unity based on selfless love for humanity. The thinker of the early 19th century Niyazkuli at-Turkmeni writes, “A kind attitude towards people and wishes for peace are the adornment of any people, where faith in friendship and loyalty in friendship represent the basis of the moral power of the nation.” The neutral path of development is not an indifferent avoidance of emerging contradictions, but an active approach to resolving them, where restraint and non-interference are the conditions for the peaceful resolution of disputes and clashes. This position allows us to lay a strong foundation for peaceful and creative dialogue, where the ability to listen and be heard reigns. It is in this formula of humanism that a strong will and sincere commitment to action is developed for the sake of the peaceful resolution of all disagreements. The wise thinker and humanist poet of the 18th century Dovletmammet Azadi in his treatise Wagzy-Azat writes that confidential and frank dialogue serves for the sake of universal happiness and wellbeing.

The architectural art of the hardworking Turkmen people, which creates a harmonious combination of modernity, elements of national art and classical styles, dates distant past. The house construction and amazing national art, which spread the fame of the Turkmens through out the world with the Jeitun culture, had been further improved, and are even to day actively applied in modern buildings and facilities.  «7/24. tm», № 50 (133) The Resolution «The Permanent Neutrality of Turkmenistan» was adopted at the 50th jubilee session of the United Nations General Assembly with the unanimous support of 185 countries of the world on December 12, 1995. On June 3, 2015, the Resolution «The Permanent Neutrality of Turkmenistan» was adopted for the second time at the 69th session of the United Nations General Assembly with the support of 193 countries. This noble gift added strength to build up peace and cohesion in our country. As a result of the state policy of esteemed President Serdar Berdimuhamedov, neutrality of the Turkmen people has opened a wide way to pursue the humane policy and peace-loving, good-neighborly, friendly and fraternal relations.

Neutrality means happiness

Permanent neutrality is a sacred status that inspires the Turkmen people and gives them a new fortune, a value that is equal to the lifetime and the meaning of every day, which will be a step for a happy future. Turkmenistan attaches great importance to the development of cooperation with reputable international organizations, first, the United Nations. To date, our country adheres to the principles of positive neutrality, gathers practical experience in cooperation with the United Nations and takes an active part in the organization's efforts to ensure global peace.

Neutrality: Stability and Development of Turkmenistan

The emergence of the institution of neutrality has deep historical roots. It took shape over several centuries, but it developed the most in the 18th and especially in the late 19th and early 20th centuries. Initially, neutrality was regarded as the right of states to neutral trade. However, under the influence of various factors, neutrality began to be viewed as a scientific category and as the essential institution of international law. The status of neutrality is enshrined in international law and in the legal system of a number of states. Turkmenistan is a country of ancient civilisations; historical sources testify to wide political and diplomatic cooperation of the ancestors of the Turkmen people with the Chinese and Romans, which resulted in the formation of a unique system of political balance in the vast territories of Asia. The main factors of the progress of the Turkmen states of antiquity and the Middle Ages were a wide openness to the world and a commitment to a continuous dialogue with other states and nations.
