It was attended by representatives of Australia, Bangladesh, Bahrain, Hong Kong, India, Jordan, Iraq, Iran, Kazakhstan, Kyrgyzstan, Lebanon, Maldives, Mongolia, Nepal, New Zealand, Pakistan, Palestine, Saudi Arabia, Singapore, Syria, Thailand, Turkmenistan, Uzbekistan, Philippines, Sri Lanka and Japan.
