In line with the fundamental principle of the policy of our esteemed President Gurbanguly Berdimuhamedov “The state is for the people!”, the country continues to create an effective social protection system for the vulnerable categories of citizens and to improve the quality of social services. This is the aim of the new Law “On Social Services”, adopted at the meeting of the Mejlis on December 4 and approved at the fourth session of the Halk Maslahaty of the Milli Gengesh on December 18.

The Constitution of Turkmenistan guarantees the right to social protection, including social services as an important component of social protection. A multi-level social security system that meets the standard of living in Turkmenistan creates decent living conditions for citizens in need of social security. In 2012, Turkmenistan is known to have reached middle-income status, which made it possible to increase basic social and pension payments and to expand the social insurance coverage of the population.
