On May 12-13, for the first time in the region, the Inter-Parliamentary Forum and the Women's Dialogue were held in the capital in the form of «Central Asia-Russian Federation» on the initiative of our Hero Arkadag Gurbanguly Berdimuhamedov. This important event opened a new page in parliamentary diplomacy and marked the achievements of our country in accordance with the legal of Neutrality and the «Concept of Neutral Turkmenistan's Foreign Policy for 2017-2023». At present, the Parliament of the National Council of Turkmenistan maintains friendly relations with parliaments of 45 countries of the world. By the way, the establishment of a new legislative body in the state structure of Turkmenistan, the People's Council (Halk Maslahaty) of the National Council (Milli Gengesh) of Turkmenistan, that is, the two-chamber legislature, takes the parliamentary relations to a qualitatively new level.

As is known, the meeting of the National Council of Turkmenistan was adopted in 2014 as a member of the Parliamentary Assembly of the Organization for Security and Co-operation in Europe and in 2017 as a member of the Inter-Parliamentary Union. Documents on co-operation with parliaments of more than 10 countries of the world have been signed to strengthen the legal framework for inter-parliamentary relations. Representatives of the National Council regularly attend meetings of the Parliamentary Assembly of the CIS member states and exchange experiences with the parliamentarians of the member states. The laws adopted by the Inter-Parliamentary Assembly are used to improve the national legislation of our country. This is an important step in the development of bilateral and multilateral relations with the parliaments of foreign countries, participation in the work of international parliamentary organizations and assemblies, the establishment of parliamentary friendship groups, the organization of joint parliamentary events. «What is parliamentary diplomacy?» We might answer this question with the following definitions.
