Meeting of the Cabinet of Ministers of Turkmenistan

Today, President Serdar Berdimuhamedov, who is on leave, has held a regular meeting of the Cabinet of Ministers via a digital system, at which the reports of the deputy prime ministers on the results of work done in January-July of the current year were heard and the priority objectives for the country’s socio-economic development were considered. The floor was first given to the Chairwoman of the Mejlis D. Gulmanova, who informed about the activities carried out over the past seven months of the ongoing year to modernize the country’s legislation.

Today, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov made a working trip around the capital, familiarizing himself with the progress of work being carried out on the territory of the Magtymguly Pyragy Cultural and Park Complex located in its southern part, as well as with a number of projects for the development of the main city of the country, which are important on the occasion of the 300th anniversary of the great thinker Magtymguly Pyragy to be celebrated in 2024. The sculpture of the great thinker, the outstanding master of the word Magtymguly Pyragy is installed on a high hill in the foothills of Kopetdag and is visible from afar. Currently, large-scale work is being carried out to improve the territory adjacent to the monument.

Concrete aims —successful stages

At present Turkmenistan is currently taking significant initiatives that have positive results in developing solutions to the most pressing issues of the time. It conducts bilateral and multilateral good co-operation relations in order to ensure the harmonious development of the countries of the world. Not long ago the participation in the summit of the member countries of the Gulf Arab Co-operation Council and Central Asian States in the Kingdom of Saudi Arabia of our Esteemed President where he put forward important initiatives fully confirms it. This high-level meeting was attended by the Presidents of the member states of the Council and the Central Asian states — the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Tajikistan, Turkmenistan and the Republic of Uzbekistan, as well as the Secretary General of the Co-operation Council of the Gulf Arab States. At this summit, our Esteemed President put forward a number of proposals aimed at developing mutual co-operation in various fields between the countries of Central Asia and the countries of the Gulf Co-operation Council. SMART CITY CONFIRMS ITS STATUS AT GLOBAL LEVEL

The old writer said a wonderful phrase that life is not the days we lived, but the moments were member. The opening ceremony of Arkadag City on June 29 in the Happy Youth with Arkadag Serdar Year is a memorable moment in the life of all Turkmen people and writtening olden letter son the pages of Turkmen history. On that day, the media is not only our country, but also the world focused on Arkadag City. On March 4, 2019, the Resolution of our Hero Arkadag on the construction of anew city was adopted. On April 10 of the same year, the ground breaking ceremony of Arkadag City took place. The construction of a smart city equipped with modern digital technologies in such a short period vividly illustrates the concern for the people of our country. 336 buildings and facilities, including residential buildings with amenities, achildren’s health and rehabilitation centre with state of the art equipment, hospitals, secondary schools, kindergartens, office buildings, engineering systems and other important facilities were built and put into operation at the first construction stage. More specifically, 11 public buildings, 25 office buildings, 19 educational institutions, 258 residential buildings and 9 health care and sports facilities were built. The construction of 14 engineering systems and facilities testifies to the large scale of the project as well.

President of Turkmenistan Receives the Speaker of the National Assembly of the Republic of Korea

President Serdar Berdimuhamedov received the Speaker of the National Assembly of the Republic of Korea Kim Jin-pyo, who was in Turkmenistan on an official visit at the head of a representative delegation of his country. Warmly welcoming the guest, the Head of Turkmenistan expressed confidence that the meetings and negotiations within the framework of the visit would serve to further strengthening the bilateral inter-parliamentary ties. As President Serdar Berdimuhamedov noted, Turkmenistan highly appreciated traditionally friendly relations with the Republic of Korea and was ready to further develop them in all areas.

Halk Maslahaty: Unity of Power and People

People’s representation and democracy are the essential features of modern parliamentarism. They are constitutional and legal categories, meaning that all power belongs to the people. This provision is most fully reflected in Art. 3 of the Constitution of Turkmenistan that the sovereignty of Turkmenistan is exercised by the people, who are the only source of state power. The people of Turkmenistan exercise their power directly or through representative bodies. This principle is reflected in many norms of our Basic Law and most clearly expresses the dominant provision on the relationship and combination of interests of the authorities and the people. The search for the most favourable form of democracy, corresponding to the mentality of the people and the traditions of the nation or the country, is a rather lengthy and complex process. To a certain extent, they resemble the historical analogues of the all-people assembly, the national assembly (agora and ecclesia) in Ancient Greece, the Slavic folk assembly and others. Among the Turkmen, they are rooted in the distant past. Maslahats, kurultays and councils of elders among the Turkic peoples, which include the Turkmen, acted as bodies of popular representation. Meeting of the State Security Council of Turkmenistan

Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov has held a regular meeting of the State Security Council to sum up the results of work done by the military and law enforcement agencies in the first half of this year. The agenda also included issues of maintaining security and order in the independent Turkmen state, strengthening the material and technical resources of law enforcement agencies and further improving their performance. The first to speak was Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the work done over six months, the comprehensive steps taken to introduce a digital system, and address social issues of military personnel. The report also covered the results of the spring conscription campaign and preparations for the military parade on the occasion of the 32nd anniversary of Turkmenistan’s independence.
