In order to ensure the broad participation of representatives of the people in solving important issues of the state and public life, to strengthen the unity and cohesion of society, to creatively improve achievements in the development of national democracy, relying on the centuries-old experience of our glorious ancestors in state administration and following their wise precepts, on July 20, 2024, the Presidium of the Halk Maslahaty of Turkmenistan adopted a Resolution on convening the next meeting of the Halk Maslahaty of Turkmenistan on September 24, 2024 and holding it in the city of Ashgabat.

After gaining sovereignty and declaring state independence, Turkmenistan was faced with the task of determining the path of its further national state building and forming fundamentally different institutions of power and ultimately its own model of state building. A new milestone in the history of the establishment of the Turkmen state was laid by the adoption of the Constitution of Turkmenistan on May 18, 1992. A radical transition to a new type of state system began.
