Climate change is a global challenge of the 21st century. Taking urgent actions to combat climate change and its impacts is Goal 13, which the United Nations calls upon all states to achieve. To stop climate change by 2030, Member States decided that each country should develop and implement a national programme to combat climate change; should disseminate knowledge about actions that help combat climate change; and should support the activities of the Green Climate Fund, which was established to support developing countries in achieving an enhancement of their ability to respond to climate change.

The main international intergovernmental mechanism for agreeing on global responses to climate change is the UN Framework Convention on Climate Change. Turkmenistan is a party to the UN Framework Convention on Climate Change, the Kyoto Protocol and the Paris Climate Agreement that create a unique opportunity to regulate the impact of human activities on the environment and climate through international agreements.
