“Smart” Arkadag City – a City of New Opportunities

Thanks to the large-scale undertakings of the Hero-Arkadag, successfully implemented under the leadership of President Serdar Berdimuhamedov, our country is taking comprehensive measures to boost digital transformation in key sectors of the national economy. Progressive economic reforms are reflected in the Programme “Revival of the New Era of the Powerful State: The National Socioeconomic Development Programme of Turkmenistan in 2022–2052” and the Programme of the President of Turkmenistan of Socioeconomic Development in 2022–2028. The current stage of socioeconomic reforms in Turkmenistan is characterised by the implementation of large-scale initiatives aimed at economic modernisation and transition to a new industrial path, the main goal of which is to build a modern structure based on innovation and focusing on sustainable development. The Conception of the Development of Digital Economy in Turkmenistan in 2019–2025 and the State Programme of the Development of Digital Economy in Turkmenistan for 2021–2025 define digital transformation as a priority for sustainable development and the groundwork for the innovative development of the country.

30 Years of Cooperation

In the period of the Revival of the New Era of the Powerful State under the leadership of the respected President Serdar Berdimuhamedov, special attention is paid to the wide study, popularisation and preservation of the national cultural and spiritual heritage of the Turkmen people. This is evidenced by the expanding fruitful cooperation between Turkmenistan and UNESCO. It is a specialised body of the United Nations for education, science and culture. Turkmenistan became a full member of UNESCO in August 1993, after ratifying the relevant document. This year marks the 30th anniversary of Turkmenistan’s membership in UNESCO. Over the past years, a reliable international legal framework for cooperation between Turkmenistan and UNESCO has been formed. In 1994, our country joined the UNESCO Convention Concerning the Protection of the World Cultural and Natural Heritage. A significant practical step in the implementation of the obligations assumed was the adoption of the Laws of Turkmenistan “On the Protection of Objects of National Historical and Cultural Heritage”, “On the Protection of the National Intangible Cultural Heritage”, “On the Protection, Export and Import of Movable Values of the National Historical and Cultural Heritage”, “On the Folk Art of Turkmenistan” and others.

In support of the earth water resources An online presentation of the UN World Water Development Report for 2023 was broadcast for our region by the UNESCO Cluster Office in Almaty, Kazakhstan, with the assistance of the Central Asian Regional Water Network (Сar@wan) that seeks to unite stakeholders, to promote the principles of integrated water management and to create a scientific and information platform. The presentation was linked with the achievements of the SDG 6 indicators. Exchanging views, the representatives of the regional water community of Central Asia expressed support for the global theses put forward: water is at the core of sustainable development and adaptation to climate change, and conservation and sustainable water use are the basis for a prosperous future for current and future generations. Until 2012, the Report was issued every three years, then, based on the global survey results, the UN-Water mechanism participants decided to change the reporting frequency to an annual one. Specialists, scientists, builders and hydraulic engineers, environmentalists and climatologists study the report findings on a global scale and in their regions.

In Mountain Gorge

With the onset of the hot summer – the most wonderful season of school holidays – the children’s recreation centres in the Balkan velayat, including Dürdäne, located in a picturesque mountain gorge near the administrative centre of Kizylarvat etrap, resumed their work. It was built and put into operation at the initiative of the Hero-Arkadag in 2016 and is designed for 300 visitors. This is a complex of a children’s kingdom, including a computer class, a cinema, a library with a reading room, a swimming pool and sports grounds designed for children to recreate and do sports.

Water is of Paramount Importance The 84th meeting of the Interstate Coordinating Water Commission (ICWC) of the International Fund for Saving the Aral Sea (IFAS) was devoted to approving the water withdrawal limits for the five countries of the Central Asian region and forecasting the operation mode of reservoir cascades for the growing season of 2023 in the Amudarya and Syrdarya basins. The meeting took place in Dushanbe, the capital of Tajikistan, which chairs the Fund, which, in turn, is celebrating its 30th anniversary this year with the participation of representatives of all member countries of the Fund, including Turkmenistan. Summer Holiday Season Starts at Recreation Centres throughout the Country Schoolchildren from all over the country gathered in the square in front of the Palace of Children and Youth in the capital of Turkmenistan to go on summer holidays to the recreation centres in Geokdere located at the picturesque foothills of the Kopetdag Mountains.

Welcoming Sum­mer

A particularly long-awaited time for schoolchildren is approaching – the beginning of the summer season at children’s health centres, of which there are about thirty in our country in total. Most of them are located near Ashgabat: in the unique natural health resort Geokdere in a kind of “bowl” formed by the foothills of the Kopetdag Mountains, eight - on the Caspian coast, in Avaza and Hazar, and the remaining five - in the velayats. The readiness of all children’s health resorts for the beginning of the summer season is known to have been discussed at a sitting of the Cabinet of Ministers of Turkmenistan, held last Friday in a digital format. It was emphasised that owing to the tireless care of President Serdar Berdimuhamedov for the younger generation, children in our country lived a happy life. Every year during the summer vacation season, they can fully relax and strengthen their health at health centres in various parts of our country, where targeted events, aimed at the harmonious development of children, the identification and disclosure of their multifaceted talents and capabilities, are traditionally held.

Maternal Love — Eternal Light

Maternal love is like eternal light which enlightens her children’s lives in her absence as well. So if love of mothers has such power it results in that it is something, which is rather complicated to define it. Actually, when the talk is about love, I remember an English proverb: «Love is blind». Here meaning of «love» is not only maternal, but in abstract manner. As someone falls in love with someone, he or she sees her/him as an ideal one. Because love has such kind of power. It «covers» your eyes and you are unable to see her/his shortcomings rather than only good manners. As they say, love is something, which is almost impossible to explain what actually it is. When it comes to love of mothers, it gets more difficult to explain the meaning of it since love among people can burn out one day but maternal love never.

On May 18, independent and neutral Turkmenistan widely and solemnly celebrated the national holiday – the Day of the Constitution and the State Flag of the country. The National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov took part in the celebrations held in the capital near the Constitution Monument and in the square near the Main Flag on the occasion of the significant date. Being the main state symbols of the country, the Basic Law and the green Banner embody the inviolability of the foundations of the independence and sovereignty of the Motherland, the indestructible unity of the Turkmen people and their unwavering commitment to the high ideals of peace, humanism, kindness and creation. All this is the basis of the progressive domestic and foreign policy of Turkmenistan, consistently pursued by the Head of Turkmenistan Serdar Berdimuhamedov and winning the universal support and recognition of the international community.

Provision with Housing – Priority of State Policy

The relay race of celebrations held in the Turkmen capital at the state level on the occasion of the Day of the Constitution and the State Flag of Turkmenistan continued in the modern residential complex Parahat-7. There, with the participation of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov, the opening ceremony of a 9-storey 54-flat (3-and 4-room) house with an improved layout was held.

Our Basic Law

The Constitution is the political and legal basis for the development of society at every historical stage. This year we are celebrating the 31st anniversary of the adoption of the Constitution of Turkmenistan. Much has changed in the life of our society and state over the years. The Constitution of independent Turkmenistan was adopted on May 18, 1992. This date is included in the calendar of public holidays as the Day of the Constitution of Turkmenistan and the State Flag of Turkmenistan. The Constitution is the Basic Law of the country. It was adopted during the transitional period of the formation of an independent and sovereign state. The Constitution has proved its viability and relevance and has made a significant contribution to the stability of the domestic political and economic situation. Domestic experience shows that the Constitution of Turkmenistan is a result of the unity of the people and political consent. Being a legal phenomenon, defining the foundations for the organisation and functioning of public authorities and interaction between society and the state, it is a necessary political and legal instrument that reflects its model of the constitutional structure and other vital issues of state and social construction. The Constitution today secures the achieved level of public relations.

On the Threshold of the Next Summer Season

Preparatory work for summer vacations at sea and the next swimming season, which starts on May 25, is being completed in the Avaza national tourism zone. Preparations are being carried out in a planned manner by the public service department of the Avaza hyakimlik and the technical services of the health-improving centres of the colossal recreational complex, which stretches 20 km along the coast and three kilometres inland. To date, almost all the facilities of the seaside resort are in full readiness for receiving guests. Avaza is kept in exemplary order all year round, and therefore the impressive amount of preparatory work carried out is not striking. At any time of the year, visitors to the seaside are pleased with the purity of colours of hotels, engineering structures and amusement parks, unique in their architectural solutions, their design and green attire, including the vast forest belts of the international centre for recreation and tourism. In accordance with modern park technologies, gardeners thin out bushy plants, form trimmed crowns of trees and plant bright flowers along sidewalks and on median strips of roads.
