Inter-Parliamentary Cooperation in the Light of History and Modernity

In May 2022, Turkmenistan once again became the centre of attraction for states linked for centuries by their common history and common stages along the path of development. Ashgabat, the capital of independent neutral Turkmenistan, hosted the Inter-Parliamentary Forum and the Dialogue of Women of the Countries of Central Asia and Russia on May 12-13. The meeting of parliamentarians from Kazakhstan, Kyrgyzstan, Tajikistan, Turkmenistan and Russia, held for the first time in the format of Central Asia + Russia, was a triumphant success. Inter-parliamentary interaction between the Central Asian states and Russia has been announced as a new format – the Ashgabat format and will become regular from now on, and Ashgabat will host the Secretariat and the Headquarters. President Serdar Berdimuhamedov received the Chairwoman of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matviyenko, who had arrived in Turkmenistan at the head of her country’s delegation to participate in the Inter-Parliamentary Forum of the Countries of Central Asia and the Russian Federation and in the plenary session of the Women’s Dialogue. Turkmenistan – WTO: prospects for cooperation

The achievements of Turkmenistan in foreign economic activity, closely related to the strategic plans of socioeconomic development, contributed to the country’s entry into the world market. And thus, in modern conditions, the consistent integration of Turkmenistan into the world trading system is an important factor in developing market relations, building up and diversifying the country’s export potential and increasing its investment attractiveness. And now, due to the growing role of global integration processes in the implementation of foreign economic activity, one of the most important goals of Turkmenistan’s foreign trade policy is accession to the World Trade Organisation.

Export-oriented economic model

Transforming Turkmenistan into a major exporter in the Central Asian region, increasing consistently foreign exchange earnings and enhancing the export potential of all spheres of the economy are the priorities of the economic strategy of our distinguished President Gurbanguly ­Berdimuhamedov. The export promotion programme was adopted to achieve these objectives and to implement state support measures in this area. The programme continues to be implemented successfully despite the global crisis caused by the pandemic. The achievements in foreign economic activity are a result of the implementation of fundamental reforms in all sectors of the economy. The leader of the nation emphasises the national economic policy should provide for economic structural transformations. This involves increasing the production of goods that meet international standards, enhancing state support for small businesses, the development of which will help increase the production of high-quality products, prioritising the development of export-oriented enterprises that produce the goods from local raw materials and digitalising all sectors.

A briefing was held at the MFA of Turkmenistan

Today, on December 22, at the Ministry of Foreign Affairs of Turkmenistan, a briefing dedicated to the study of the experience of foreign countries to prevent the penetration and spread of coronavirus infection in the country was held. The briefing was attended by heads and employees of the Foreign Ministry, as well as heads of diplomatic missions of Turkmenistan accredited abroad. Speaking at the briefing, Deputy Chairman of the Cabinet of Ministers of Turkmenistan, Minister of Foreign Affairs of Turkmenistan R.Meredov noted that under the leadership of the President of Turkmenistan Gurbanguly Berdimuhamedov, protecting human health and life, as well as ensuring safety are priority tasks of state policy, and the state is taking all necessary efforts in this direction. Of particular importance are our state’s international initiatives aimed at further developing and strengthening cooperation with specialized structures and agencies of the United Nations, primarily with the World Health Organization.

Transport and transit corridors: International Cooperation Prospects

On August 23 of the current year, President Gurbanguly Berdimuhamedov launched the construction of new wells at the world’s largest gas field, Galkynyş. This underground field contains the largest gas deposits, and it is from there that the Turkmenistan–China gas pipeline begins its journey. Our country possesses rich energy resources, the export of which, together with its favourable geographical position, makes Turkmenistan an outpost of international cooperation. And such an example is the Turkmenistan–China transnational gas pipeline, which has become an indisputable fact of international energy partnership and the wise foreign economic policy of the national leader.

25th Meeting of the ECO Council of Ministers was held in Ashgabat

27.11.2021. 25th Meeting of the Council of Ministers (COM) of the Economic Cooperation Organization (ECO) was held in Ashgabat to participate in which the heads of the foreign policy agencies of the ECO member-countries arrived to Turkmen capital. On October 25, 2021, a telephone conversation took place between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Uzbekistan Shavkat Mirziyoyev. On October 24, 2021, President of the Republic of Kazakhstan Kassym-Jomart Tokayev upon invitation of the President of Turkmenistan Gurbanguly Berdimuhamedov, arrived to Turkmenistan on a state visit. The Presidents of the two countries visited the Akhal-Teke horse complex of the President of Turkmenistan, where the heads of states looked at the Akhal-Teke horses and watched the performances of the group of national equestrian games «Galkynysh».

In the light of modern realities and perspectives

In connection with the latest events in the Central Asian region, the value settings of the UN General Assembly Resolution, which declared 2021 as the International Year of Peace and Trust, are gaining even greater significance. This document was unanimously adopted at the 106th plenary meeting of the 73rd session of the UN General Assembly in 2019 at the initiative of the President of Turkmenistan and 73 UN member states were its co-authors. With his initiative, the President of Turkmenistan emphasises that peace and trust in relations among states are a key value that contributes to sustainable development, peace, security and respect for human rights. Speaking about the relevance and topicality of the Resolution adopted by the Community of Nations, the head of Turkmenistan underlined peace and trust were exactly what humankind needed most of all, because at present these two inseparable concepts are becoming a key condition for cooperation and the ensuring of universal security and wellbeing. “Our initiative involves the development of specific measures aimed at reducing tension, peacefully, politically and diplomatically resolving disputes and contradictions and making responsible and balanced decisions in this regard,” the head of the Turkmen state said.

DEVELOPMENT OF INTERNATIONAL COOPERATION IN THE FIELD OF POPULARIZATION OF THE NATIONAL HERITAGE

One of the priorities of the state policy of Turkmenistan, consistently implemented by President Gurbanguly Berdimuhamedov, is the preservation and popularization of the historical and cultural national heritage in the world. An important aspect of the large-scale work carried out in this area is the development of the selection of Turkmen alabay and an increase in the number of this unique breed. On May 2020, the International Association Turkmen Alabay dogs was established, the main goal of which is to continue the best traditions of the national school of dog breeding, using methods of folk selection and modern scientific achievements to improve the most valuable qualities that distinguish Turkmen Alabay from many other breeds of dogs. On August 31, 2020, in Ashgabat, the constituent meeting of the International Association Turkmen Alabay dogs was held online in Ashgabat, in which I took part on behalf of the Cynological Federation of Georgia. I would like to thank again for the opportunity given to me to take part in this event and to congratulate Turkmenistan on the establishment of the association. The agenda included issues of reorganization of the “Association of Turkmen Alabay”, and the creation on its basis of the International Association Turkmen Alabay dogs. INTERNATIONAL FORM FINISHED SUCCESSFULLY

On August 31, 2020, the founders of the International Association Turkmen Alabay dogs held a video conference in the capial’s hotel “Archabil”. The forum, which took place in the conference hall of the “Archabil” was attended by foreign experts-heads of the state Ministry and departments, public organizations, the country’s media and key experts, as well as delegates from Armenia, Belgium, Belarus, Georgia, Iran, China, Russia, Turkey, Uzbekistan, Ukraine, France and many other countries cynology federation, associations, clubs, scientific observatory members attended online video conference. Access to water – a fundamental human right

Consistently implementing its constructive foreign policy, Turkmenistan takes an active position in promoting water diplomacy and, with its targeted initiatives, makes a worthy contribution to the development of balanced solutions related to water resources. At the Third Consultative Meeting of the Heads of State of Central Asia, held in the Avaza national tourism zone on August 6, President Gurbanguly Berdimuhamedov emphasised once again that the rational use of water resources was among the main aspects of regional cooperation. This critical aspect of the policy pursued by Turkmenistan is an integral factor in global sustainable development. The UN General Assembly adopted a Resolution declaring 2018–2028 the International Decade for Action “Water for Sustainable Development”. The Decade Goals put an emphasis on sustainable development, integrated water resources management and the promotion of international cooperation in this direction.
