Turkmenistan – UNESCO: Cooperation for the Common Wellbeing

August 17, 2023 marks exactly 30 years since Turkmenistan has become a full member of UNESCO by ratifying the relevant document in London. The entry of the young Turkmen state, which had just declared its independence, into this authoritative international Organisation once again confirmed the recognition of the contribution of our country to the development of world civilisation. By becoming a full member of this international Organisation, our country has received the opportunity to fully integrate into the world community as a reliable and predictable partner in interstate and international cooperation.

The President of Turkmenistan Serdar Berdimuhamedov addressed sincere congratulations and best wishes to the General Director of the United Nations Educational, Scientific and Cultural Organization (UNESCO) Ms. Audrey Azoulay on the occasion of the 30th anniversary of Turkmenistan's membership in this organization. «In recent years, a lot of joint work has been done, positive experience has been accumulated in the cultural and humanitarian sphere and the protection of historical heritage. Turkmenistan will continue active cooperation with UNESCO in the future», –the head of state noted in his message.

The President of Turkmenistan received the Special Representative of the UN Secretary-General, Head of the UN Regional Center for Preventive Diplomacy for Central Asia

On August 14, 2023, President Serdar Berdimuhamedov received the newly appointed Special Representative of the United Nations Secretary-General, Head of the UN Regional Center for Preventive Diplomacy for Central Asia (UNRCCA) Kaha Imnadze. Expressing sincere gratitude for the opportunity of a personal meeting and a welcome, the diplomat conveyed greetings to the head of Turkmenistan from UN Secretary-General António Guterres, who addressed the best wishes to all the Turkmen people.

Turkmenistan–Un: Strategy for Peace, Security and Common Development

A strategically important area of the foreign policy and diplomacy of Turkmenistan is active and consolidated participation in the solution of key issues of our time and comprehensive and active assistance in building up a positive international dialogue in order to strengthen global peace and stability and to develop constructive cooperation at the regional and global levels. As President Serdar Berdimuhamedov emphasises, Turkmenistan will continue the policy of neutrality based on good neighbourliness, mutual respect, equality and mutually beneficial cooperation with all states of the world. The main principles arising from the legal status of the neutrality of our state, namely: strengthening global peace and security, expanding friendly and fraternal relations based on goodwill and ensuring sustainable development on the planet, will continue to be the priority directions of the foreign policy of the independent Turkmen state.

Successful Starts, Universiade!

The opening ceremony of the XXXI World Summer Universiade took place in the city of Chengdu, Sichuan Province, in the south-west of the People’s Republic of China. The student team of Turkmenistan at the Games is represented by 16 athletes in such sports as athletics, wushu, judo and swimming. The sporting event will last until August 8. By the way, the Universiade in Chengdu was supposed to be held in 2021, but was postponed for a year because of the pandemic. In 2022, the sporting event was again postponed for the same reason. In June 2022, the Executive Committee of the International University Sports Federation (FISU) announced new dates for the competition – from July 28 till August 8, 2023. Despite the fact that the Universiade is being held in 2023, it will retain its original name “Chengdu–2021”. As it was noted earlier in the FISU announcement, the age limits and qualifications of student athletes will be adapted so that all students who were eligible to participate in 2021 and 2022 can participate.

The Summit of the Presidents of Turkmenistan, the Republic of Tajikistan and the Republic of Uzbekistan was held

On August 4, a trilateral Summit was held in Ashgabat at the “Arkadag” hotel with the participation of the President of Turkmenistan Serdar Berdimuhamedov, the President of the Republic of Tajikistan Emomali Rahmon and the President of the Republic of Uzbekistan Shavkat Mirziyoyev. Opening the Summit, President of Turkmenistan Serdar Berdimuhamedov noted that the first meeting of the heads of Turkmenistan, Tajikistan and Uzbekistan in a trilateral format is a significant and deeply natural event that corresponds to the logic of our cooperation and reflects its consistent nature.

Helping Children in Need of Guardianship is the Goal of International Humanitarian Actions of the Gurbanguly Berdimuhamedov Charitable Foundation

The Gurbanguly Berdimuhamedov Charitable Foundation for Aid to Children in Need of Guardianship, located in the city of Arkadag and built on the initiative of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan, received a message of thanks from Ukraine. It should be reminded that, following the principles of humanism and good neighbourliness of the Turkmen people, in March of the current year, the Gurbanguly Berdimuhamedov Charitable Foundation for Aid to Children in Need of Guardianship sent humanitarian aid to Ukrainian children. This was another evidence of the effectiveness of the original national tradition – to lend a helping hand.

Turkmenistan - Republic of Korea: development of inter-parliamentary relations

On July 20, 2023, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov met with the Speaker of the National Assembly of the Republic of Korea Kim Jin-pyo, who is in Turkmenistan on an official visit at the head of a representative delegation. At present, as a result of the successful implementation of the initiatives for the development of international cooperation put forward by Hero-Arkadag under the leadership of President Serdar Berdimuhamedov, Turkmenistan attaches great importance to strengthening bilateral partnership with the Republic of Korea, based on the principles of friendship, trust and mutual understanding.

President of Turkmenistan left for the Kingdom of Saudi Arabia on a working visit

Today, President Serdar Berdimuhamedov left for the Kingdom of Saudi Arabia with a working visit to participate in the Summit of heads of member states of the Cooperation Council for the Arab States of the Gulf (GCC) and the countries of Central Asia. The Summit to be held the city of Jidda is called to promote further development of effective interstate and inter-regional cooperation, which are equitable to interests of general well-being and progress. Officials saw off the President of Turkmenistan at the international airport of Ashgabat. In the conversation of the head of the state with the representative of the Embassy of the Kingdom of Saudi Arabia taken place before his departure in the air harbour an invariably friendly character of mutual relations dynamically developing in all areas was stated. A great significance is given to fruitful cultural-humanitarian contacts along with mutually beneficial trade and economic relations. Turkmenistan and Saudi Arabia also structurally co-operate within authoritative international and regional organisations and structures. In the given context, it was hoped that the present visit and participation of President Serdar Berdimuhamedov in the Summit in the format GCC+ Central Asia would serve intensification of productive partnership both on a bilateral and multilateral basis.

On July 15, 2023, President Serdar Berdimuhamedov received the Minister of Foreign Affairs of the Republic of Tajikistan, Sirojiddin Muhriddin, who arrived on a visit to the Turkmen capital to participate in bilateral inter-MFA consultations. Expressing sincere gratitude for the time spent, the head of the foreign affairs department of the friendly country conveyed warm greetings from the President of the Republic of Tajikistan Emomali Rahmon, who addressed the wishes of well-being and prosperity to all Turkmen citizens, to the head of state, as well as to the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov.

The President of Turkmenistan took part in the Council of Heads of State of the SCO Member States

On July 4, 2023, President of Turkmenistan Serdar Berdimuhamedov took part in the 23rd meeting of the Council of Heads of State of the Shanghai Cooperation Organization (SCO), held via videoconference. The head of the Turkmen state was invited to the meeting in the status of an honored guest, which is a clear confirmation of the steadily growing authority of Turkmenistan on the world stage, as well as its proactive position on topical issues of effective partnership, both in bilateral and multilateral formats.

Today, telephone conversation between President of Turkmenistan Serdar Berdimuhamedov and President of the Republic of Turkiye Recep Tayyip Erdogan took place. Days of Culture of Turkmenistan in the Republic of Armenia

The Days of Culture of Turkmenistan in the Republic of Armenia, which were held from May 31 to June 3, were a great success. The programme of the art forum included a concert of Turkmen artists and cultural workers and an exhibition of decorative, applied and fine arts that told guests about the history and centuries-old traditions of the Turkmen people and the achievements of the Motherland in the modern era. The combination of a large-scale cultural forum with the events marking the 300th birth anniversary of the outstanding poet and thinker of the East Magtymguly Pyragy added to the significant role of the Days of Culture. Thanks to the successful continuation by President Serdar Berdimuhamedov of the large-scale work launched by the National Leader of the Turkmen people Gurbanguly Berdimuhamedov, independent and neutral Turkmenistan promotes strategic cooperation with the countries of the world. One of the key priorities of the state policy, which contributes to strengthening cultural ties and acquaintance with the traditions and rich historical heritage of different peoples and their modernity is to develop cultural and humanitarian relations among different nations.

The President of Turkmenistan received the OSCE Secretary General

President Serdar Berdimuhamedov received Secretary General of the Organization for Security and Cooperation in Europe Ms. Helga Schmid. Expressing gratitude for finding time for the meeting, Ms. Helga Schmid presented to the President of Turkmenistan the certificate of accession of Arkadag city to the Project “Development of sustainable, green, climate-friendly cities with innovative solutions in the region of the Organization for Security and Cooperation in Europe” and the certificate “EcoPorts”, awarded to the International Sea Port of Turkmenbashy.

Expressing sincere gratitude for finding time for the meeting, the head of OSCE pointed out the high interest of the organization in strengthening a fruitful dialogue with neutral Turkmenistan, which pursues the constructive policy and makes a significant contribution to maintaining peace, security and stability in the regional and global dimensions.

— international observers on the elections of deputies of the Mejlis and members of local representative bodies of power The leaders and representatives of the Observation Missions from the Commonwealth of Independent States, the Shanghai Cooperation Organisation and the Organisation of Turkic States announced their conclusions and assessments at press conferences for national media and foreign news agencies. According to the general opinion of international observers, the elections of deputies of the Mejlis and members of the velayat, etrap and city halk maslahaty and Gengeshes were held in accordance with the current national electoral legislation and generally recognised norms for holding democratic elections. The Observation Missions recognised the elections in Turkmenistan on March 26 as free, open and valid. Press conferences were held at the Garagum Hotel.

Turkmenistan – UN: Constructive Cooperation

The United Nations is an authoritative structure that was established to ensure peace and security on the planet. Among its important tasks are the development of interstate cooperation and aid in building a dialogue among countries. Turkmenistan became a full member of the UN on March 2, 1992. Thirty-one years of constructive cooperation was full of significant events. The recognition by the Community of Nations of Turkmenistan as a permanently neutral state on December 12, 1995 was historic for our people and the entire world. In 2015, the UN reiterated its support for the policy of permanent neutrality of Turkmenistan, adopting the Resolution “Permanent neutrality of Turkmenistan” at the 69th session of the UN General Assembly. As part of the implementation of the strategy of the Revival of the New Era of the Powerful State, a new powerful impetus was given to the interaction between Turkmenistan and the UN.
